President Calderón at Penal Justice and Public Security Event

The president began by saying that nothing harms Mexico as much as the lack of safety on the streets and unpunished crime. Since public security is a priority for the national agenda, last week, government implemented the Integral Strategy for Crime Fighting and Prevention. As the president remarked, “My government wants to take firm steps in this direction; firm steps to promote the reinforcement of the public security and penal justice system and thereby reaffirm its commitment to Mexicans' security.”

Another crucial step involves modifying the justice system, as a result of which the president submitted a package of proposals with the following aims. First, to modify the Constitution to permit legislation that will establish a single Penal Code for the whole country. Second, to establish specific rules for the penal process in the case of organized crime. Third, to establish mechanisms that guarantee the integrity and safety of crime victims. Fourth to establish procedures so that the judicial authorities will be able to expropriate all assets used in organized criminal activities. Fifth, to authorize the police to carry out investigative activities. Sixth, to enable Congress to establish the bases of a national police development to regulate the admissions, selection, professionalization and dismissal of members of the police corps throughout the country. Seventh, to reform Article 123 of the Constitution to enable policemen to be freely dismissed, without being reinstated in the event of wrongdoing. Eighth to reform the Organic Law of the Attorney's General's office to acknowledge the autonomy of the Prosecutor's Office in technical and functional spheres. The aim of these proposals is to streamline the procurement of justice and to implement a reform to accept oral trials in the country's legal processes, as a means of ensuring justice for Mexican families.
